Study Session - Bridging the gaps: ensuring sustainable housing for care-experienced young people

Where: The European Youth Centre Budapest (Hungary), with comfortable accommodation and training rooms. Accommodation is provided in shared rooms of 2 people.
What: This is a 5-day activity which departs from traditional courses and uses non-formal education instead. This means you'll be encouraged to share your experiences as a professional with colleagues from across Europe, which will be the basis for learning.
Participants will have an opportunity to compare different realities across Europe on homelessness among care-experienced young people, and to gain tools to better support them into independent housing. Risk factors and examples of preventive measures will also be identified.
Therefore, the aim of this study session is to build capacity among professionals working with care-experienced young people for a sustainable transition into independent housing. The following objectives are set to reach this aim:
- Understand the needs and challenges of care-experienced young people in relation to housing.
- Recognise the role that migration status can play in the work with care-experienced young people at risk of homelessness.
- Identify the gaps when people move out of the care system which increase the likelihood of homelessness.
- Map out different measures that can contribute to a sustainable transition into independent housing.
- Develop an action plan to improve the housing sustainability of care-experienced young people.
Application process
A total of 35 participants will be selected based on these criteria:
- Motivation
- Be aged between 18 - 30 years old (only a small number of places are available for participants over 30)
- Be resident in one of the 46 Council of Europe member states
- Knowledge on access to housing for care-experienced young people
- Understanding of human rights-based approaches to social issues
- Willingness to engage in follow-up activities and collaborative work after the study session
- Geographic, gender and age balance
A special attempt will be made to select participants with different professional and personal backgrounds. Applications from experts by experience are encouraged.
Online applications are now open and will close on 15 July 2026, 23:59 CEST. Applicants will be notified if they have been selected or not in the first half of September.
Costs: All travel, accommodation and meal costs will be covered by the Youth Department of the Council of Europe. There is only a 60€ enrolment fee to be paid before the start of the study session. Further details on booking travel will be provided to selected participants.
