In a recent report, the Norwegian Institute of Urban and Regional Research states that Norway has managed to significally decrease the number of homeless people. Especially the city of Trondheim shows impressive results, having reduced its number of homeless people by 58 percent. 

The report indicates that the decreasing numbers are the result of a long-term strategy favouring strong cooperation between the state and the municipalities. Included in the strategy are the development of Housing First projects, the extensive construction of student housing and a strong culture of social inclusion.
