Effectively Tackling Homelessness Amongst Mobile EU Citizens: The Role of Homelessness Services, Cities, Member States and the EU

In many European cities, mobile EU citizens account for a significant proportion of the homeless population and, where access to homeless services is limited to those who have a right to reside, they are highly represented among people sleeping rough. To find a durable solution, many levels of policy making should be involved as well as different sectors. A long-term strategy framed in the European context and involving homelessness services, cities, Member States and the EU is necessary.
