POST-2020 MULTIANNUAL FINANCIAL FRAMEWORK
FEANTSA CALLS ON THE EU TO STAND UP FOR HOMELESS PEOPLE

This position paper outlines how and why the post-2020 MFF can make a decisive contribution to the fight against homelessness in Europe. Recent EU policy developments - the proclamaton of the European Pillar of Social Rights, the emergence of homelessness as a priority in the context of the European Semester, and the adoption of the UN Sustainable Development Agenda - have set the stage for greater ambition, action and impact when it comes to tackling homelessness in Europe. They build on prior initiatives taken at EU level to support Member States to address homelessness. All players, EU institutions, Member States, regions, cities and stakeholders, have a role to play in turning these milestones into action and progress. The future EU budget can and should help them fulfil this role.

FEANTSA believes that the EU budget could deliver a lot more on homelessness post 2020 if the following principles were integrated into the MMF: 

  1. A Rights Based Approach
  2. Prioritising Social Inclusion and People in the Most Deprived Situations
  3. EU Funding as a Lever to End Homelessness
  4. Enabling Organisations working with Homeless People to Access EU Funds
  5. Ensuring that the EU Investment Plan Delivers for the Most Excluded
