The Right to Housing FEANTSA and its members are committed to the promotion and respect of fundamental human rights for all. They seek to advance the right of every person to live in dignity and promote the right of all people to have a secure, adequate and affordable place to live. They are committed to preventing and reducing homelessness with a view to its progressive elimination and to the realisation of internationally recognised housing rights (see FEANTSA Statement of Values).
Access to housing can be considered as being a precondition for the exercise of most of the other fundamental rights. Housing rights are enshrined in widely ratified international instruments and in several EU Member States national laws. However, their concrete implementation remains unsatisfactory in many countries, as housing rights have not been accorded the same level of priority as access to other forms of social protection.
Many of our member organisations have been advocating for housing rights for a long time. FEANTSA works to coordinate these efforts at European level and to promote a rights-based approach to tackling homelessness. Its Housing rights expert group brings together experts from several EU countries and operates under the mandate of the Housing working group.
FEANTSA’s recent activities in the area of housing rights:
• Publication of a book titled “Housing Rights and Human Rights” (2005),
• Co-organisation of a Conference on Housing rights in Europe in Helsinki (2006),
• Collective complaint vs. France for unsatisfactory application of Article 31 of the revised European Social Charter (2006),
• Elaboration of a web site section on international housing rights instruments and mechanisms (2007), including a database of Decisions of the European Court of Human Rights relating to housing rights (2008),
• Collective complaint vs. Slovenia for unsatisfactory application of Articles 31, 16 and E of the revised European Social Charter (2008),
• An issue of the Magazine devoted to the Right to housing (Autumn 2008).
• The setting up of Housing Rights Watch (2008).

Housing Rights and Human Rights "Housing Rights and Human Rights" provides a valuable guide to understanding the origins and extent of contemporary human rights and housing rights instruments, including established corpus of law and standards. The book examines the development and current status of housing rights, as they are defined, monitored and implemented (or not) in line with various obligations of States.

Housing Rights in Europe Conference (September 2006) An international conference devoted to Housing Rights in Europe was held on 18-19 September 2006 in Helsinki. The event, which took place during the Finnish Presidency of the EU, was co-organised by The Ministry of Environment of Finland, FEANTSA and its member organisation Y-Foundation. It gathered participants from 13 European countries. Representatives of national Ministries, the Council of Europe, the European Commission, NGOs, researchers and experts attended the two-day conference in order to discuss housing rights, both from a transnational and a national perspective.
