FEANTSA's magazine Homeless in Europe is a tri-annual electronic publication.  Each issue deals with a particular theme that is topical in relation to homelessness across Europe.  Contributors to the magazine include stakeholders, researchers, local authority representatives and experts from the EU institutions and other international bodies.  Subscription is free. 
 
Although the magazine is an electronic publication, a limited print edition is also produced and copies may be requested.

Summer 2010 - Homelessness and migration in Europe: finding responses

Migration to and within the European Union (EU) can take several forms and the experience of migration can have varying implications for migrants who come to or move around the EU. Migrants may be asylum seekers, refugees, undocumented migrants and economic or labour migrants. Each of these groups has access to different social rights.

EU Member State policies on homeless migrants’ rights can vary. In some States, access to publicly-funded homeless services is denied to non-nationals and to undocumented migrants. Other States provide unconditional support for all. However, scarcity of resources puts strain on service-providers and risks creating a situation where a choice between national and non-national service users is made. Moreover, many service providers have difficulty supporting service users with different needs from their “traditional” users.

Spring 2010 - Gender Perspectives on Homelessness

The theme of gender is a lesser-explored area of homelessness research and may be neglected as a factor that can shed light on homeless experiences. However, the articles in this edition of Homeless in Europe demonstrate that homelessness and housing exclusion can indeed be highly gendered experiences and suggest that efforts to end homelessness would do well to take gender into account.

Autumn 2009 - Participation of People Experiencing Homelessness: Sharing the Power and Working Together

The concept of participation denotesthe full inclusion of those affected in decision-making processes. In homelessness, participation refers to the effective involvement of people experiencing homelessness in service provision, as well as in decision making processes affecting services. Participation is an issue of growing importance in relation to homelessness. This is closely related to the evolution of rights based approaches, which assert homeless people’s right to be involved in decisions affecting their lives. Such thinking challenges the notion of homeless people as passive consumers of services and views them as key stakeholders whose views are of central importance.

Summer 2009 - Homelessness and Quality of Social Services: the standardisation debate

Debate around quality of social services has intensified in recent years. Increasingly, questions are being asked as to how the quality of social services can best be guaranteed, how vulnerable users can make informed choices on the type of service they need, how training of social workers can best be ensured, and how social service providers can adapt to increasingly competitive markets. Much of the debate relates to how and whether standardisation can be reconciled with the special role of social services in the protection of fundamental rights, ensuring social cohesion and social protection.

Spring 2009 - Homelessness and the Arts: Creativity, empowerment and social change

This edition of Homeless in Europe seeks to explore the ways in which the arts have been used in different parts of Europe to help homeless people deal with their problems and everyday life. In recent years, the use of art as a means to empowerment and well-being has taken on a larger role within the sphere of social service provision. It is becoming increasingly accepted that the cultural activities broadly known as 'the arts' can inspire vulnerable people to find a voice.

Winter 2008 - Housing and Homelessness: models and practices from across Europe

This edition of Homeless in Europe seeks to add to the debate on Housing and Homelessness, further exploring some of the issues that were raised amongst participants at FEANTSA's annual conference in Cardiff, and giving more examples of current practices in different European countries. Should we talk of housing first, housing only or housing plus? Who - local authorities, private landlords, social renting agencies, local associations - should be involved in housing homeless people? Should more time and energy be put into preventing people from becoming homeless in the first place? And how is the personal well-being of homeless people being taken into account in the whole housing question?

Autumn 2008 - The Right to Housing: The Way Forward

Access to adequate housing can be considered as being a precondition for the exercise of most other fundamental human rights. Having a secure, adequate and affordable place to live is essential to the achievement of a decent standard of living and to the fulfilment of human life beyond simple survival.

This bumper edition looks at the issue of the right to housing from a number of perspectives and gives practical information on the legal frameworks which promote the right to housing, explains the Council of Europe Collective Complaint mechanism, presents national case studies from Scotland, Finland, France and Spain and provides details on Housing Rights Watch.

Summer 2008 - Homelessness in the New Member States

The summer 2008 edition of Homeless in Europe focuses on the issue of homelessness in Europe's New Member States, those twelve countries that most recently joined the EU. What the majority of these new members have in common is that they were under Soviet domination for fifty years. Since the fall of the Iron Curtain, they have experienced significant socio-economic and political changes, transitioning from planned economies to free-market models. The far-reaching reforms and political liberalisation that have taken place have radically transformed institutional structures, including social services, and new solutions have had to be found to old and new problems.

Winter 2007 - Employment and Homelessness: An Opportunity and a Challenge

In 2007, the annual theme of FEANTSA was employment and homelessness. The aim of this issue of the magazine is not to repeat the discussions and analysis that were part of the annual theme reporting and which are presented in the European Report. Instead this collection of articles seeks to further explore some of the questions that were raised particularly at FEANTSA’s European Conference in Saragossa in October 2007 and to provide a more in-depth focus on those issues that FEANTSA members felt hadn’t been sufficiently addressed in the course of the annual theme

Autumn 2007 - Social and Demographic Change and Homelessness

The evolution of the composition of the European population and the changing social fabric across the EU are having a major impact on the phenomenon of homelessness. The present edition brings together the experience of service providers and public authorities on the ground, and the changes documented by researchers, in order to offer a picture of how the social and demographic context has evolved across the EU and how these changes have become visible in the experience of homelessness and the profiles of people experiencing homelessness in Europe.

Summer 2007 - Criminalisation of People who are Homeless

This issue of the FEANTSA magazine focuses on the growing trends towards repressive and coercive approach towards people who are homeless and their activities in public space. It looks at the situation across Europe and in North America, where it seems there is a growing trend towards the criminalisation of the activities that people who are homeless are forced to carry out in public space (eating, sleeping etc.), rather than a focus on policies to address their situation of poverty and marginalisation.

Winter 2006 - Health and homelessness: looking at the full picture

“The Right to Health is a Human Right: Ensuring access to health for people who are homeless” has been FEANTSA’s Annual Theme in 2006. During the course of the year FEANTSA looked at various issues in relation to health and homelessness. The aim of this edition of the FEANTSA magazine is to build on the findings of the Annual Theme. The authors look in more detail on several of the key issues raised. What is more, they integrate additional dimensions to the topic by discussing questions such as housing and health, drug addiction, and mental health in relation to housing.

Autumn 2006 - Participation of service users: giving a voice to the experts

The term participation refers to the idea of ensuring the full inclusion of all who are affected by decision-making; in processes at political level but also in non-political bodies seeking to operate in an inclusive and democratic way. The aim of this edition of the FEANTSA magazine is to present experiences of user participation in different European countries. The examples describe different approaches to participation and highlight their positive outcomes without neglecting the problems that remain.

May 2005 - The Future of Service Provision in Europe: The Homeless Sector and the Draft Services Directive

At the present time, the future of service provision in Europe is taking shape, as attempts are made at EU level to put in place an internal market for services. A significant step towards this goal was taken when the Commission produced its draft proposal for a Directive on the Internal Market in Services in January 2004. Those service providers working with homeless people across Europe, and who make up FEANTSA, need to be aware of impact EU policy-making may have on their sector. This latest edition of the FEANTSA magazine “Homeless in Europe” seeks to provide a comprehensive overview of the debate on service provision in Europe

This edition of the FEANTSA magazine looks at strategies to prevent homelessness and indeed this has been the central theme of FEANTSA’s work in 2004. This edition of the FEANTSA magazine seeks to outline some of the recent legislative developments across Europe that have an impact homelessness and on the accessibility and affordability of housing, whether positive or negative. As we have seen, both in previous editions of this magazine, and in the work of FEANTSA more generally, the lack of accessible and affordable housing can be a central causal factor in relation to homelessness. These legislative changes are of interest to those active in the social sector and combine to form a useful picture overall.
