FEANTSA, the European Federation of National Organisations Working with the Homeless is an umbrella of not-for-profit organisations, which participate in or contribute to the fight against homelessness in Europe.

FEANTSA’s objective is to prevent and alleviate the poverty and social exclusion of people threatened by or living in homelessness, by encouraging and facilitating the co-operation of all relevant actors fighting homelessness in Europe.

Our website will guide you to information about FEANTSA, the scope and nature of homelessness in all European countries, as well as policy and practices across the continent.

FEANTSA comments on the draft Block exemption regulation in the area of State aid [01/04/2008]
The European Commission is currently reforming its state aid regulations. One of the main aims of this reform is to create a simple, user-friendly and coherent set of legislative rules applying to those types of aid which can be considered to be compatible with the EU treaty and European competition rules. The Commission asked relevant stakeholders to comment on the draft regulation. In its response to the consultation, FEANTSA highlights the need to ensure that people who are homeless can actually benefit from the employment aid for disadvantaged workers.

Questionnaire for the Annual Theme 2008: Housing solutions for people who are homeless [06/02/2008]
The FEANTSA Annual Theme Questionnaire 2008 aims to collect information from FEANTSA members about housing and homelessness in all Member States. The information will serve as the basis for the national reports which will be prepared by the AC member of each country. The information from all national reports will then be drawn together in the FEANTSA European Report 2008. The main findings of this report will be presented and discussed at the FEANTSA European Conference in Cardiff/UK on the 13-14th of November 2008.

The European Journal of Homelessness, Volume 1 December 2007 [2007]
The European Journal of Homelessness provides a critical analysis of policy and practice on homelessness in Europe for policy makers, practitioners, researchers and academics. The aim is to stimulate debate on homelessness and housing exclusion at the European level and to facilitate the development of a stronger evidential base for policy development and innovation. The journal seeks to give international exposure to significant national, regional and local developments and to provide a forum for comparative analysis of policy and practice in preventing and tackling homelessness in Europe. The journal will also assess the lessons for Europe which can be derived from policy, practice and research from elsewhere.

The changing role of service provision: Barriers of access to health services for homeless people [2006]
This paper examines the approaches adopted to meet the health needs of homeless people in Europe. The focus is on barriers of access to health care and the nature of health interventions. The paper draws upon evidence from seven EU countries and aims to describe the different approaches in their national context as well as to draw comparative lessons from the evidence.

The changing role of the state: Homelessness and exclusion: regulating public space [2006]
The report consists on three parts and starts by charting the background to what the authors refer to as the ‘regulation of urban space’. In the second part, they look at the evidence from across Europe and especially from the case study countries - Finland, Germany, Ireland, Italy, Lithuania, Poland, and Sweden. In the third part variety of explanations are considered for the imposition of restricted access during the present period.
