In Hungary there are about 30.000-50.000 homeless people who mainly huddle in the streets, doorways, abandoned building sites, railway stations or in hollows.
Nearly 10.000 of them could use the temporary shelters and night shelters run by the local government or non-profit organizations. But since these shelters are overcrowded and because it is difficult to adapt to living with others some people do not use the shelters.

Nearly half of the homeless population and 50% of the shelters can be found in Budapest. However, a great number of the homeless live in the eastern counties especially in eastern cities like Nyíregyháza and Debrecen, in the south in Szeged, in the north in Miskolc, in the west in Pécs and Gyor.

Nowadays the sight of people sitting in doorways and on street-corners is not unusual in Budapest. People are confronted with the condition of the homeless and the intolerable situation chiefly during the cold winter days. For instance, in January of 2001 – in the coldest month of the year – 26 people froze to death in spite of the fact that 73 state and regional governmental organizations, as well as 33 religious and foundation organizations participated in providing care for homeless. In 2001, 845 million HUF (3,2 million US $) was put aside to provide accommodation and meals for the needy. In Budapest social workers distributed 5600 portions of warm food every day and there are 11 day centres in 23 districts of the capital. Social insurance finances 15 clinics for medical consultation in Budapest and 1 in every county town so health care for the homeless is covered by the National Health Service.

Hungary -Excluded Groups in the City Centre [2006]
Excluded groups in the city centre How do different groups of homeless use public space in the large city? In 2006 the European Federation of National Organisations working with the Homeless (FEANTSA) decided to conduct a series of studies across Europe on the life of the homeless, the conflicts in public spaces, and the differences in national policies. The present study is the Hungarian contribution to this project. The aim is to survey the ways public spaces are used by the homeless, the emerging conflicts, the reflection of these conflicts in policy-making, and how the subsequent measures cover up or avoid having to deal with the actual problem, i.e., homelessness.
