United Kingdom United-Kingdom is no longer a unitary state. Following the constitutional reforms of 1999, many of the key areas of policy responsibility such as housing policy rest with the devolved administrations. Although these reforms are quite recent, there have already been significant changes (particularly in Wales, Scotland and Northern Ireland) in housing policy. The different devolved structures have different powers, with the Scottish Parliament having the greatest powers.
In Scotland, the Housing (Scotland) Bill has been enacted during 2001. Its aim is to provide new solutions to problems such as homelessness, inadequate housing and varying standards of housing management. Moreover, a Homeless Strategy has also been launched in summer 2001 and a Homelessness Task Force has been established to investigate homelessness and to make recommendations.
In Wales, the National Assembly has consulted on proposals for a National Housing Strategy – ‘Better homes for people in Wales’. The strategy was finalised in 2001. A Homelessness Commission has been established and is advising the National Assembly on its powers to create new legislation that would directly benefit poorly housed and homeless people in Wales. This includes campaigning for the extended rights of people to support and housing, licensing the private rented sector and establishing local authority homeless strategies.
The United Kingdom, uniquely, is the only European state to enshrine statutory responsibility for homelessness (in the Housing (Homeless Persons) Act, 1977) which places specific responsibilities on local authorities to re-house families and other defined groups of people who are not ‘intentionally’ homeless.
In April 2000, the Government published its Green Paper Quality and Choice: A Decent Home for All. which sets out a strategy for housing.
