In Luxembourg three different ministries coordinate their efforts to respond to the needs of the homeless. The Minister for Middle Classes, Tourism and Housing, the Minister for the Family, Social Security and Youth, as well as the Minister of Health all work together in a rather complex system of shared responsibilities.

The key legislation for housing is the law (modified on 25 February 1979) dealing with housing subsidies. This law promotes access to housing for people of low to medium incomes as well as for families and helps facilitate home-ownership.

Since 1999, the Luxembourg government has been working with local authorities to put into place housing policies that will help to meet the growing demands of a growing population. In 2000, following these initial policies, the government launched an Action Programme on Housing whose primary aim is to increase and improve access to housing both in terms of renting and ownership. Unfortunately, many of the measures focus primarily on ownership and neglect the need of a large section of the population who rent accommodation.

Homelessness in Luxembourg [6/7/2007]
A study on homelessness was carried out in Luxembourg at the initiative of the Ministry of Family and Integration. The report focuses on two main objectives, first establishing the number and the profile of people temporary housed by the state or living in any kind of shelters and secondly acquiring all the necessary knowledge to fight against this very severe form of social exclusion. It represents the first national level study of its kind. » Details
