Belgium
 
Belgium is a federal state, and has devolved jurisdiction and certain legislative powers to the Regions and Communities. Regions represent geographical areas, whereas the Communities reflect the three linguistic groups (Flemish, French and German). Since housing policy is a regional responsibility, the Flemish, the Walloon and the Brussels Capital Regions develop their own housing policy.

Social housing provision is much smaller in Belgium than in most EU countries and is falls short of meeting the demand for social housing. At present, social rental agencies are taking the initiative to improve access to housing for vulnerable persons.

The right to housing was incorporated in the Belgian Constitution in 1994. The Constitution includes a declaration of intent indicating that the State and the Regions are responsible for organising minimum and concrete guarantees that respect the dignity of each individual.
As a result, both the Walloon and the Flemish regions have adopted their own Housing code (1997 in Flanders, 1998 in Wallonia). The Housing Code for the Brussels-Region is still in the pipeline. These Housing Codes specify how the different regional institutions responsible for housing policy should implement this constitutional right.
In Flanders, the Government set itself a goal of respecting this right, and developing policies that respect the dignity of each individual. As a result, the Flemish government is committed to improving housing, increasing private building, and creating solidarity towards the most vulnerable, as well as supporting urban and housing policies.
